I think Wrexham and Stockport might have something to say about that even with Notts staying down. Notts have the stadium but their support is very fickle; when they were challenging for promotion in League 2 they'd get big crowds with some ticket offer on and then plummet to less than 4k on a Tuesday night, and they have shite away support.

Wow, we wouldn’t have gone up in 2016 if that was the rule then!! Mind you, we didn’t finish 2nd, so it would have been different. Confusing.

As for the final venue, it does make sense really. As awesome as Wembley is, seeing it a 1/4 full is always a waste.
