First of all I'd make League 1 & 2 a North & South Based leagues. Cost of fuel is so expensive, one way for clubs to save some money. This would create more local derbies and hopefully increase attendances.

3 up/ 3 down is fair in my eyes, i'd even make a play off spot with 4th bottom league 2 playing 4th top of the BSP! make it really interesting

If it helps town get out of this hell hole... I'm in!
Cant see this taking off in reality, the football league cant enjoy teams coming in with tiny fan bases and unfortunally aswell as some teams with big fan bases in the bsp there is also some with with really small. Its all well and good saying 2 up from league 2 rather than 3 etc. etc. etc. But youll then get in 10/15 years time the same problem with teams playing in league 2 easily being able to compete in League 1 due to it being so hard to escape from the league.
So as a town fan, Yes have 10 promotion spots from the bsp (Still knowing us we'd finish 11th!)  
But as a football fan, Just leave it at 2

Just call the Conference Football League Division 3 and there's no stigma about dropping out the league.
