It would go to a tribunal. He wouldn't command much of a fee given his short time at the Stags and lack of first team action.

It wouldn't if potential new clubs weren't prepared to pay a fee. Palmer would have no club and would effectively be forced to sign for a club he didn't want to be at. I'm no lawyer but I strongly suspect there are employment laws, or freedom of movement laws that mean the U23 thing is not a stable rule if it is ever truly tested.

There is the Bosman rule,

Now there could be the Palmer rule  

Ollie will wait until a club is willing to sign him or sign for Mansfield on the last possible moment,

Mansfield will then have to take him back or give him a free,

The he comes back to us.

I wonder if the Mansfield offer is time sensitive? It can't be on offer forever as MNsfield would need to plan for life with / without him too. What happens if the time for the offer lapses and he doesn't sign for them, would another club still have to go to a tribunal? For example he might not sign with them, they complete their forward line-up (if they haven't already done so), and then in September or even Decrmber he signs for another club - it seems odd Thst there would be a fee.

On question if it's u23 then how come Ollie is affected? He is already 23.

Didn't we have a similar situation when Thanoj signed for Alfreton last season?

We offered him a deal (better than his previous contract) but he didn't want to sign.  We thought he would be signing for team in Europe and would therefore be unable to claim any compensation but still held his registration in this country.

When he signed for Alfreton we explored if we would be entitled to any compensation but I'm not sure what the end result was.

I think the tribunal would also probably take into account that Mansfield have signed a fistful of other strikers as well? You'd hope so, as it really seems pretty obvious that they've only offered a new contract as a bargaining chip for a fee. Fair enough within itself as the rules allow it, but they shouldn't be entitled to too much compensation for a slightly cynical act.
