It's obvious that Filipe Noche has been deliberately 'inserted' onto the Board to cause confusion or doubt.

He isn't an 'agent provocateur' or 'disruptor' according to the dictionary definitions, but he's there to sow the seeds of doubt, to try and confuse people with non truths and half truths. He's almost like one of those Trumpian shock jocks with their alternative facts and deliberately provocative utterances
is there a word or phrase that accurately describes him and his activities?
