Yes I think so and there is a facility that is behind the stand where the changing rooms are, I have used it a couple of times for a business I used to work for back in the day. At one point Saracens used to train there and it has been/is used for lots of community football and rugby events so I would reckon they get a fair bit of grant money etc.. for that. Also I think London Borough of Harrow throw some money their way too.
