Another pathetic individual comes and goes and the favourite to take over is none other than Grant Shapps, who as Transport Secretary came up with the world beating idea of making cyclists have registration plates and insurance and be subject to speed limits, just like cars. The simple solution of course would be more cycle lanes, but fook that, they cost money. Grant Shapps is a petrol head and owns several expensive cars.
