Couldn't Town have just bought as many of those vouchers as they could at the time they were available? Then:

1. Make the final loadsa Town fans get in cheap.

2. if we didnt make  the final Town get the money anyway, nothing lost for unsold vouchers.

Where is the flaw in my logic?
