Theres an easy solution, but for whatever reason the mods have always been reluctant to do it.

Just ban the idiots that contribute nothing of relevance to the fishy. The idiots are easy to spot within a few posts, and if not anyone with a massive negative reputation is obviously not liked by the sane posters on here, just ban them.
