I read the question as, which of these are the best two players? as it was to settle an argument,not who are the best two players.

It's difficult to say - most of the players mentioned have been good but we should keep it in perspective. Bonetti was an outstanding talent but his best years were in Italian football and I don't think we saw anything like his peak. Mendonca was a good, natural goalscorer but hardly top class. He was certainly very good for the level Town played at and his career finished not long after his move to Charlton so we probably can never be sure.
Joe Waters was a good, skilful midfielder - he was comfortable on the ball but, again, on a par with others of his time - Dave Boylen, Andy Peake and others. Kevin Moore was a fine, journeyman central defender - probably ranks alongside Paul Futcher and, possibly, Ron Cockerill as the best I have seen in that position. The question, however, was who are the best couple of players - not just those who have appeared during our years of watching.
There is no doubt in my mind that these would be Pat Glover and Jackie Bestall. Bestall captained Town throughout their days as a First Division team (when it really was the First Division) and was one of the few Town players to be capped by England whilst a Town player (England v N Ireland in 1935). This was an honour shared with Pat Glover who was capped 7 times by Wales whilst a Town player. Glover was an outstanding striker - on a par with any other player in Britain when he was at his best..
There is always a question against these players from the 1930s - would they match up to the top players of today? Well, it is true they would struggle if plucked out of time and dropped in to the professional football scene now. But, we have to remember they competed in and were amongst the best of the First Division of their time. If playing today they would be subject to current training regimes and lifestyle requirements and would have developed through a contemporary youth system and I believe they would be every bit as good now as they were then. How can you say he was a journeyman ?

Well, "Journeyman" was probably not the best choice of words.
He was a good player without setting the world on fire. A reliable, safe defender - one I rated very highly - but, in the context of the question, could hardly be said to be "the best". Before him were the greatest half backs in Town's history - Hall, Betmead and Buck - after him was Paul Futcher and Peter Handyside and Paul Groves who played a central defenders role towards the end of his career. I met Kevin after his playing days had ended when he was Stadium Manager at Fulham and he had very fond memories and words to say about Grimsby - he remembered us just as many of us remember him - a hard working, competent defender.
Perhaps "workman-like" would have been a better description - he was energetic, effective and solid. Admirable qualities in themselves - perhaps in short supply with the current team!  but they do not, in themselves, qualify as "the best".

If I could wave a magic wand and have either of the two pairings you mention, I would have to go with Mendonca and Bonetti. One a goal machine, the other the most brilliant provider we have had in recent years. The goals would flood in.

Joe Waters is my all time favourite player, but even he would not be able to match the Mendonca / Bonetti combination. It would be awesome.

Joe Waters was a class act but in my 35 years following Town the standout player for me was Paul Futcher it was a priveledge to watch him play his carear out at Town.All the other players mentioned above are rightly worth a shout and it is all about opinions but the trio of Whymark,Birtles and Futcher all proved to be master strokes by the Town management and such a shame that in the modern era that type of player no longer drops down the Leagues.

Although before many of us Town spent 12 seasons in the top flight, finishing 5th one season.  Some of those players deserve a mention.
