Just make it what it is called, a cup competition for the 72 EFL clubs with replays, the final at Wembley, and get rid of the PL teams, and the Europa place for winning it. We could merge the EFL Trophy and EFL Cup. Have L1 and L2 teams in regionalised groups and then add the Championship clubs at the knockout stages. Sure you'd probably need form of 'X number of best third place finishers' but at least it would give small clubs like us some decent shots at a good draw every year.

Championship sides have enough fixture scheduling chaos anyway with having to do international breaks, so they can come later.

The Champions League was renamed at the same time as the majority of clubs entering were not champions. Great PR and sleigh of hand to generate more games, sponsorship and money.

The previous European Cup was only for league champions.  It was not called the Champions League or Champions League - even though it was ironically only for champions and not runners-up.The quality and knock-out format sold itself.

The FA Cup was something every top team wanted to win.  They still say the same.  But actions speak louder than words.  They frequently play weakened teams because they have prioritised other cups or the league.
