I’m no expert in irrigation but I’m sure there’s something in that. Just appears to be something that affects us disproportionately at this time of year.

Just a crazy dry summer and a downpour. The ground can’t soak it away quick enough due to the hardness underneath. Unlucky timing

That's why there has been flooding in parts of the UK today. Too much rainfall in a short period of time that the ground is too dry to absorb fast enough.
