They are not in FIFA as the Danish FC intervened when Gibraltar applied. They do indeed have a team.
They play matches against Catalonia, Galicia, Basque, Palestine, and Romani.
They have 15 clubs.

Which is more than Qatar, but don't have enough money to put into brown paper bags.
