I can't believe Bignot had the authority to sign more players than the budget could support. I'd be surprised if any contract could be signed by him without reference to the CEO and at least one other director.

I think Fenty said Bignot had convinced the board that a lot of the players would go out on loan to reduce the load. I think he said he didn't believe it but went along with it anyway!

Not sure if you have listened to the RH bit but JF said that MB told him he could get the surplus out on loan or something similar. I think it's a very difficult thing to balance as I imagine you need to sign your target before you loan out someone else as if the signing falls through you could be left short of cover.
