Any ideas why we have a fortnight off in December?

FA Cup second round is the weekend before the free week, could be to get the rearranged fixtures out the way from any teams in the second round?

Just seems odd that there are 7 league games in November and 4 in December. Likewise we had 7 in September and 4 in October.
