I can not imagine they knew or condoned it at all.  If a team hits the ball out of play and a substitution is made, it has nothing to do with the FA or the Ref.
It is the players/management involved that should be disciplined.  And of course that egotistical tw@t Terry.  It was his idea FFS.
Why not do as we did with Dis and just substitute right at the end.

Well the ref allowed all the players to line up and give him a guard of honour before he left the field,

It took over 2 minutes to sub him, how many times have you seen a player booked for time wasting at a throw in ?

Maybe the ref did not want to be a party pooper although this was a league game not a friendly.
