There has been talk that the draw will be Monday but ITV who are showing Cardiff v. Leeds say the 4th round Draw will follow the match.

No, it doesn't conclude what i've highlighted in your post. The Home Office report itself states the following: "CSE offenders are most commonly white. Some studies suggest an over-representation of Black and Asian offenders relative to the demographics of national populations. However, it is not possible to conclude that this is representative of all group-based CSE offending due to issues such as data quality problems, the way the samples were selected in studies, and the potential for bias and inaccuracies in the way that ethnicity data is collected" Is Tommy Robinson actually going around telling his supporters this? No, he's playing to their prejudices by consistently linking Child Sexual Exploitation with muslims. If any town fans have the same thoughts as him on grooming gangs, they're wrong and really ought to reconsider their misconceived views.
