Never fails to amaze me , dont know why as i have worked for the local authority , how inept and corrupt local authorities are on such a large scale.

I guess with so  much money at their disposal coupled with generally average pay for overworked and undervalued middle management then the opportunity for corrupt contractors/ companies /individuals to bribe officers is there.  
When you look at every authority though they will all have anti bribery and corruption policies/ measures but yet , as in this case, the individual can sign off more than he is authorised to , the rest of the council dont question it until after the payments gone and by then the money and company it was lent to have disappeared.
