They had goalkeeper James Belshaw on a rolling emergency loan from the end of September until a couple of days ago.
The rules of emergency loan players in the FA Cup say there must be written/documented permission from the parent club for a player to be eligible to play.
I imagine Bristol Rovers gave FGR verbal permission to play him, but the required paperwork wasn’t completed.
