Numbers on a steady decline, albeit over a short period.  Number of cases in the area dropping quite a bit too.

Although we still have one of the higher rates of infection in the country, things appear to heading in the right way (purely in terms of numbers).  

Any areas that are put into Tier 3 will have the rapid community testing in place.  I can't imagine there's the resource to do that in too many places, so this and with how the numbers are going I wouldn't at all be surprised to see North East Lincolnshire in Tier 2.

I think we'll be in tier 3. We are currently having more deaths in our local hospitals than at any time during lockdown 1, and we are one of the highest infection rates in the country. The government have also said the tiers will be stricter than before lockdown.
