If they have 3 or more men in a wall, you're not allowed within a metre of them until the ball is played. Stupid if Green didn't know that (and Jolley should surely have made sure he did).

Oh well let's hope it spurs them on to raise the intensity.

Ive seen it again, it does look like green fouls there player. The issue is t tat, its that Surely the fourth official cannot decide that. We need to take this further

How does the 4th official see the distance Green is at the side of the wall? He was standing on the halfway line. He wasn't in the wall or interfering in play so it's a really weird choice. When do you see the 4th official making game decisions?

He definitely can’t call a foul , I’m not sure he can call anything to be honest
