The FA.  Because ultimately they are the ones that fail us time and time and time again.  Be it with their management selection or the way they let the leagues be structured for financial reasons etc etc etc.  They are the ones that appointed a man that can't understand that just because you have resigned, you are still answerable to the paying customer for your decisions whilst in that job.
