There is every chance since PP is at least three years away and there doesn't actually need to be a huge change in the law.  I understand that rail seats can be installed but that the seats actually need to be let down and used.

Things are now moving along very quickly with the Celtic and Shrewsbury trials, so there's a very good chance that by the time we get to PP, the only thing we'll need to do is to lock each seat in the upright position.  However, it will require continued lobbying.  The club need to push for it and can't just go "well we'll wait and see what happens"
